Chelsea Clinton steps up to fight diarrhea deaths in Nigeria

CHICAGO (Reuters) - Chelsea Clinton is taking on the discomforting issue of diarrhea, throwing her family's philanthropic heft behind a sweeping effort in Nigeria to prevent the deaths of 1 million mothers and children each year from preventable causes, including 100,000 deaths from diarrhea.

The 32-year-old daughter of President Bill Clinton and Secretary of State Hillary Rodham Clinton joined Nigerian officials, the prime minister of Norway and other leaders on Tuesday in promoting expanded access to zinc and oral rehydration solutions or ORS, a treatment that could prevent more than 90 percent of diarrhea-related deaths in the country.

"It is unconscionable that in the 21st century, children still die of diarrhea," Clinton told Reuters in an exclusive interview by phone from Abuja, Nigeria.

The ORS and zinc work in Nigeria is in coordination with the Clinton Health Access Initiative or CHAI, on whose board Clinton serves. She has stepped up her public role in the family's global philanthropic efforts and in July took a six-day tour of Africa with her father, who founded the William J. Clinton Foundation in 2001.

The goal of the initiative in Nigeria is to help drive down the cost of high-quality ORS and zinc treatments and increase awareness for them, said Clinton, currently a doctoral candidate in international relations at the University of Oxford.

Currently, fewer than 2 percent of children in Nigeria have access to the World Health Organization-recommended treatment. Increasing the number of children with access to the therapy to 80 percent by 2015 would help prevent an estimated 220,000 deaths in Nigeria.

"I would like to see us make real, measurable progress here in Nigeria and in the other countries where we are working on ORS zinc," said Clinton, including Uganda and parts of India, as part of the Clinton Health Access Initiative's new push to improve access to essential medicines for children.

"For me, it's not complicated. We know what works and we should be doing more of it. And when we don't know what works, we should be innovating and spending time and energy on designing these solutions to solve problems that haven't been solved yet," said Clinton.

"That is what I love about the work CHAI does and the work of the foundation more broadly," she said.

BRINGING COMPANIES ON BOARD

As part of its push, CHAI is meeting with companies like Unilever, which has big distribution networks in Nigeria, to get the message out on ORS zinc, Clinton said.

The hope is to increase demand for the treatment and drive down costs, which should put the price of a single dose of the treatment at about $0.50.

CHAI began working in Nigeria in 2007 with efforts in the Niger Delta to bolster the region's HIV/AIDS infrastructure, which has helped increase pediatric HIV testing by 350 percent, and resulted in a 70 percent increase in pediatric access to powerful antiretroviral drugs.

Clinton conceded that diarrhea treatment is something many people would rather not talk about.

"It makes them feel squeamish," she said, adding, "It's important that we shine a light on these problems and then get to the business of solving them."

Clinton said it's hard to know just how much of her interest in charitable work has been influenced by the careers of her powerful parents, but in a way, it doesn't much matter.

"I couldn't imagine not doing work like this," she said. I define success in my life by how much of a difference have I made in a given day, whether that is being a good wife to my husband, a good daughter to my parents, a good friend to my friends, or helping push forward our work at CHAI or the Alliance for a Healthier Generation or any other facet of the foundation."

"I couldn't imagine it any other way, and I don't want to."

Avoiding future stock market crashes: 'Diversification effect' that protects portfolio of shares disappears during general slump

ScienceDaily (Oct. 18, 2012) ? A 72-year study of the Dow Jones could help avoid the kind of stock market crash that struck the world economy in 2008.

Professor Tobias Preis has led a study of the second oldest US market index and discovered that a portfolio of shares, far from being diverse and spreading risk during a time of stock market slump, start behaving the same.

This new study has been carried out in collaboration with Dr. Dror Y. Kenett (Boston University, USA), Prof. H. Eugene Stanley (Boston University, USA), Prof. Dirk Helbing (ETH Zurich, Switzerland), and Prof. Eshel Ben-Jacob (Tel-Aviv University, Israel).

In their paper entitled "Quantifying the Behaviour of Stock Correlations Under Market Stress," Professor Preis reveals that the 'diversification effect' that protects a portfolio of shares through the vagaries of the stock market disappears when there is a general slump in the market.

Professor Preis believes this pattern can be used to anticipate 'diversification breakdown' in share portfolios and allow investors to steer away from a major crash by spreading their investments elsewhere or 'hedge' their money.

It could help traders avoid the major crashes that hit stock markets in 2008. Between September and December four of the five biggest daily falls in the Dow Jones hit the US stock exchange. It was part of one of the biggest stock market crashes and led to the economic recession most of the world is still suffering.

Professor Preis, who is associate professor of behavioural science and finance at Warwick Business School, which is part of the University of Warwick, said: "We analysed the daily closing prices of the 30 stocks forming the Dow Jones Industrial Average from March 15, 1939, to December 31, 2010. Our results also shed light on why correlation risks in mortgage bundles were underestimated at the beginning of the recent financial crisis."

The results of this study, published in Scientific Reports, provide crucial information on the behaviour of markets in times of stress.

"We found a striking result," said Dr Kenett. "The average correlation between these stocks increases at the same rate as market stress. Consequently the diversification effect, which should protect a portfolio, melts away in times of market losses, just when it would be needed most."

Their research has important applicative implications.

"We could use this to anticipate diversification breakdowns, which could guide the design of portfolios and contribute to the increased stability of the financial markets," says Professor Preis.

The German physicist, who founded Artemis Capital Asset Management, believes the data he has collected from 72 years of Dow Jones closing prices can be used to help portfolios steer clear of stock market crashes.

Professor Preis said: "When financial markets are suffering significant losses our findings could be used to anticipate the increasing lack of diversification in portfolios. This would enable a more accurate assessment of the risk of making losses."

Spain on the Cusp

Spain is on the cusp of something, but no one seems to know for sure what it is. The country received good news from Moody?s that kept Spain?s sovereign paper rating at investment grade. That had not calmed speculation the country will ask for aid from the European Central Bank to buy its paper and bring down bond yields. But that help would come with strings attached, unless the assistance comes in the form of a line of credit (maybe). The European Union would have to help Spain set a budget and then watch over it, or at least that is what powerhouse Germany would like. Some experts say Spain wants to avoid that fate and will try to finance its trouble on its own. Every other hour there is news that Madrid will plead for help or it won?t. According to Reuters:

A senior EU official said momentum has increased as resistance to the plan has fallen off in Germany, which has for weeks urged Madrid not to make the request. The official cautioned a formal application could still be weeks away.

?They are moving to a request, yet it may not happen today or tomorrow or this week,? said the official. ?Germany?s moving and the timeline will depend on the Greek saga.?

Reading IBM, Intel Results

Analysts continue to sift through the earnings reports from International Business Machines Corp. (NYSE: IBM) and Intel Corp. (NASDAQ: INTC). Each released relatively weak results for the most recent quarter. The fates of their share prices probably were spared because the numbers ?beat expectations.? But that does not tell what the actual states of the information technology or PC businesses are. The data from the two companies would tend to indicate that the economic slowdown has hit consumer and enterprise buyers alike. If so, the step toward a recession and the fiscal cliff have become more widespread than many analysts expect. A person will not buy a $500 PC and a company will not use IBM consulting services. The effects of the economy could hardly be broader than that. IBM management did admit that its sales problems were not isolated. The Wall Street Journal reports:

?We did start off the first two months of the quarter on a stronger trajectory than we saw for the full quarter,? Chief Financial Officer Mark Loughridge said, noting a ?handful of deals? in the software business ?fell out of the quarter? and into the current period.

The iPad Mini Is Coming

Apple Inc. (NASDAQ: AAPL) apparently is about to have another in a series of very public product announcements that stretch back over all of the years when Steve Jobs ran the company. As the number of announcements has increased, their impact has slipped. Apple management will show up for the most modest product releases. The latest new device from Apple will be a smaller iPad, something to compete with the Amazon.com Inc. (NASDAQ: AMZN) Kindle apparently. The Daily Titan reports:

Apple has all but confirmed the existence of the iPad Mini, with an event announced to take place Oct. 23 in Silicon Valley.

The current rumors pin the tablet to be between seven and eight inches in screen size, with the resolution expected to fall short of the ?retina display? caliber found in the current 10-inch iPad.

Observers in the tech community also predict that the price will fall in the $300 range to compete with the bestselling seven-inch tablets from Amazon and Google.

Stock index futures signal higher Wall Street open

LONDON (Reuters) - Stock index futures pointed to a higher open on Wall Street on Monday, mirroring gains in Europe. Futures for the S&P 500, the Dow Jones and the Nasdaq 100 were up 0.3 to 0.7 percent.

European shares <.fteu3> rose 0.5 percent in early trade, reversing the previous session's dip, as hopes Spain will request a bailout eclipsed investors' worries about the corporate earnings season.

Spain could ask for financial aid from the euro zone next month and if it does the request would likely be dealt with alongside a revised loan program for Greece and a bailout for Cyprus in one big package, euro zone officials said.

The Commerce Department releases retail sales figures for September at 8.30 a.m. EDT. Economists expect a 0.8 percent rise, compared with a 0.9 percent increase in August.

Amazon.com Inc , the world's largest Internet retailer, is in advanced talks to buy the mobile chip business of Texas Instruments , Israeli financial newspaper Calcalist reported on Monday.

New York Federal Reserve releases its Empire State Manufacturing Survey for October at 8.30 a.m. EDT. Economists expect a reading of -4.55, compared with -10.41 in September.

Citigroup Inc announces results on Monday after earnings reports from JPMorgan Chase & Co and Wells Fargo & Co sparked concern about shrinking profit margins for big lenders despite both reporting stronger-than-expected profits. That led U.S. stocks to wrap up their worst week in four months on Friday.

The Commerce Department issues Business Inventories figures for August at 10.00 a.m. EDT. Economists expect a rise of 0.5 percent, versus a 0.8 percent gain in the prior month.

Shares in Italy's Fiat Industrial fell 0.7 percent on Monday after its U.S. unit CNH said it rejected the terms of a proposed merger between the two companies.

Sales growth in the global luxury market will slow this year to 5 percent from 13 percent in 2011 at constant exchange rates as Chinese customers rein in their spending and concerns about the global economy take their toll, a study by Bain & Co together with Italian luxury goods trade body Altagamma said.

Benign inflation in September showed China has scope to ease policy even as evidence mounts that earlier pro-growth measures are gaining traction, reducing the pressure on policymakers to act as a once-a-decade leadership transition approaches.

The Dow Jones industrial average <.dji> edged up 2.46 points, or 0.02 percent, to 13,328.85 at the close. But the S&P 500 <.spx> fell 4.25 points, or 0.30 percent, to finish at 1,428.59. The Nasdaq Composite <.ixic> dipped 5.30 points, or 0.17 percent, to 3,044.11.

Report: Sprint reaches deal with Japan's Softbank

WASHINGTON (AP) ? Japanese mobile phone company Softbank has agreed to buy 70 percent of Sprint Nextel Corp. for $20 billion, according to a news report.

The deal is expected to be announced Monday, according to CNBC's web site, which cited anonymous sources "close to the situation."

The transaction could make Sprint, the third-largest U.S. mobile phone company, a tougher competitor against its bigger rivals, Verizon Wireless and AT&T. Sprint has 56 million subscribers, about half the amount of Verizon Wireless, the leading U.S. mobile phone company.

Softbank will buy $8 billion in shares from Sprint and another $12 billion from current Sprint shareholders, the CNBC report said. Softbank will offer $7.30 a share, CNBC said, about 27 percent above Friday's closing price of $5.73.

John Taylor, a spokesman for Sprint, declined to comment beyond the company's statement last week confirming that it was in talks with Softbank.

Word of the talks pushed up Sprint's stock more than 14 percent on Thursday.

Sprint has struggled in recent years to compete with Verizon and AT&T. The company has $21 billion in long-term debt, and has launched a costly network restructuring and signed a long-term contract to buy $15.5 billion worth of iPhones from Apple over four years.

Tokyo-based Softbank, once the underdog in Japan's telecom industry, has seen its fortunes improve since it started selling the iPhone in 2008. It was initially the only Japanese phone company to offer it. Rival KDDI Corp. started selling the iPhone late last year.

It?s very delectable and mouth-watering recipe for a Halloween dessert. You can allow your kids to explore and use their creativity to add creepy and spooky designs for the cookies.

Create these fun cookies for your Halloween party

• 2 tablespoons cocoa nibs
• 6 tablespoons butter, softened
• 1/2 cup sugar, plus extra for sprinkling cookies
• 1 large egg
• 1/2 teaspoon vanilla
• 1 1/3 cups all-purpose flour
• 1/2 teaspoon baking powder
• 1/4 teaspoon salt
• Melted semisweet or bittersweet chocolate

1. Preheat oven to 400?. In a blender, whirl cocoa nibs until each is about the size of a grain of rice.

2. In the large bowl of an electric mixer, beat butter and 1/2 cup sugar until creamy; beat in egg and vanilla.

3. In another bowl, whisk together flour, baking powder, salt, and cocoa nibs; gradually add to butter mixture, blending thoroughly, to form a soft dough. Divide dough into thirds, cover each portion tightly with plastic wrap, and refrigerate until firm (at least 1 hour), or up to 3 days.

4. On a floured board, roll out dough, a portion at a time, to a thickness of 1/8 in. (keep dough refrigerated when not in use). With a sharp knife, cut out free-form tombstone shapes (about 1 1/2 by 3 in.; cut bottom edges at an angle to make them easier to poke into the pots de cr?me, and place slightly apart on ungreased baking sheets. Sprinkle generously with sugar.

5. Bake cookies until edges are lightly browned, about 8 to 10 minutes. Transfer to racks and let cool completely before handling.

6. Using a pastry bag with a very fine tip, pipe the letters ?RIP? in chocolate on at least 8 of the cookies. Stick these cookies into the Dark Chocolate Graveyard Pots de Cr?me and serve the rest of the cookies alongside.

This can be prepared ahead of time like 2 ? 3 days. Just ensure that you store in in an airtight container. The tombstone cookies recipe will definitely be something to look forward to in every Halloween celebration.

Meteorite delivers Martian secrets to University of Alberta researcher

A meteorite that landed in the Moroccan desert 14 months ago is providing more information about Mars, the planet where it originated. University of Alberta researcher Chris Herd helped in the study of the Tissint meteorite, in which traces of Mars' unique atmosphere are trapped.

"Our team matched traces of gases found inside the Tissint meteorite with samples of Mars' atmosphere collected in 1976 by Viking, NASA's Mars lander mission," said Herd.

Herd explained that 600 million years ago the meteorite started out as a fairly typical volcanic rock on the surface of Mars when it was launched off the planet by the impact of an asteroid.

"At the instant of that impact with Mars, a shock wave shot through the rock," said Herd. "Cracks and fissures within the rock were sealed instantly by the heat, trapping components of Mars' atmosphere inside, and forming black, glassy spots."

The team estimates that for a period between 700,000 and one million years the rock floated through outer space until July, 2011 when it streaked through Earth's atmosphere landing in Morocco.

This is only the fifth time a Martian meteorite landing was witnessed. Herd says the fact that it was picked up just a few months after landing and was not subjected to weathering or contamination on this planet is the key reason why this meteorite is so important.

The Martian weathering involved water, which means water was present on the surface of Mars within the past few hundred million years. But Herd says this meteorite sample does not carry any evidence the water supported any life forms.

"Because the Martian rock was subject to such intense heat any water borne microbial life forms that may have existed deep within cracks of the rock would have been destroyed," said Herd.

Curiosity, NASA's current Mars Rover mission is moving around the Red Planet searching for more information on the history of Mars.

The team's study makes a return mission to Mars that will bring rocks back to Earth all the more crucial, "Martian rocks delivered to Earth by a space craft would provide the best opportunity to see if life was ever clinging to the surface of Mars."

Facebook?s Having Some Issues With Twitter Cross-Posting, But Nobody Cares. For Reasons.

As The Next Web reported, users are finding that their Facebook status messages aren't being cross-posted to Twitter even though they've set up their accounts to do so. I first noticed this the other night, but thought nothing of it, since I'm not really a fan of cross-posting. We reached out to both companies and Facebook let us know that this was indeed a bug and that they're working on it. The interesting thing to me is that nobody has been loudly upset over this "bug." I'd like to call it more of a "feature."

Hearing set in Wash. state in Afghan rampage case

JOINT BASE LEWIS-MCCHORD, Wash. (AP) ? A hearing for the soldier accused of killing 16 Afghan civilians in March has been set for Nov. 5 at an Army base in Washington state, with villagers expected to testify by video from Kandahar Air Field in Afghanistan.

Staff Sgt. Robert Bales is scheduled to appear at Joint Base Lewis-McChord for the pretrial hearing, which is expected to last two weeks, Lt. Col. Gary Dangerfield said. The second week of the hearing will be held in the evening so villagers can testify during daylight hours in Afghanistan.

Defense lawyer John Henry Browne plans to fly to Afghanistan to cross-examine the witnesses while other members of the defense team remain at Lewis-McChord, south of Seattle.

The hearing under Article 32 of the Uniform Code of Military Justice will determine whether Bales, of Lake Tapps, faces court-martial.

Bales faces 16 counts of premeditated murder; six counts of attempted murder; seven counts of assault; and one count each of possessing steroids, using steroids, destroying a laptop, burning bodies, and using alcohol. He's being held in a military prison at Fort Leavenworth, Kan.

Investigators say Bales was armed with a 9 mm pistol and M-4 rifle outfitted with a grenade launcher when he walked off his base in southern Afghanistan March 11 and went on a nighttime killing spree.

Browne told The Seattle Times (http://bit.ly/Qhykl2) more than 10 Afghans could be called as witnesses, and it has been difficult to contact some of them. Browne said the hearing is important because it may be his only opportunity to question the witnesses.

Bales could face the death penalty if convicted.

Browne told The Associated Press Friday that neither the prosecution nor defense has received forensic evidence reports from Afghanistan.

"The prosecutors told us they haven't received any of the DNA, any of those reports from the crime lab" he said. "They tell us we will have them by Oct. 26."

Browne said there's still a possibility the November hearing could be delayed, but he was confident that it would likely proceed as scheduled. Browne said he would probably be in Afghanistan for the preliminary hearing, while his co-counsel, Emma Scanlan, would be at Joint Base Lewis-McChord.

"A lot of those male Afghanistan witnesses literally won't talk to a woman," Browne said.

Browne has said his client suffered a traumatic incident during his second tour in Iraq that triggered "tremendous depression." Browne also has said Bales suffered from persistent headaches and flashbacks of war scenes after his multiple combat tours, and has only a sketchy memory of the night of the shootings.

Bales grew up in suburban Cincinnati where he attended high school, then went to Ohio State University from 1993 to 1996, though he didn't graduate. He joined the Army two months after 9/11, after a Florida investment business failed and after he worked with a string of securities operations.

Bales deployed three times to Iraq before being sent to Afghanistan with the 3rd Stryker Brigade. He was at a Special Forces outpost at the time of the killings.

Romney and Obama prep for next debate

COLUMBUS, Ohio (AP) ? Republican presidential candidate Mitt Romney is preparing for his second debate with President Barack Obama but also taking time to tell voters in Ohio that enthusiasm for him is on the rise.

Obama was hunkering down Saturday in Virginia to go over the game plan for the town hall-style debate with Romney. But in his weekly radio and Internet address, he spoke of an industry that's critical to Ohio and to Romney's chance of victory.

"We refused to throw in the towel and do nothing. We refused to let Detroit go bankrupt," Obama said in the address. "GM is back. Ford and Chrysler are growing again. Together, our auto industry has created nearly a quarter of a million new jobs right here in America."

Romney opposed using government funds to help the auto industry go through bankruptcy. Many analysts believe the industry would not have survived if it had relied on private investment for rescue. It's an issue that has dogged Romney in Ohio, where numerous auto parts suppliers benefited from the survival of the Detroit Three automakers.

The Obama campaign also released a new TV ad narrated by actor Morgan Freeman noting the challenges Obama inherited and highlighting the president's successes, including saving jobs for American autoworkers and killing Osama bin Laden.

Romney is concluding a week of campaign rallies that saw him drawing larger, more excited crowds than he has through the fall campaign. More than 10,000 people turned out to several rallies, with the campaign saying that more people were signing up to attend events since Romney's strong debate performance last week in Denver.

"I've had the fun of going back and forth across Ohio, and this week I was also in Florida and Iowa, I was in North Carolina and Virginia. And you know what? There is a growing crescendo of enthusiasm," Romney told a crowd of thousands at a sunset rally Friday in Lancaster, south of Columbus, where he and running mate Paul Ryan appeared together. "There's more energy and passion. People are getting behind this campaign. We are taking back this country."

Saturday will be the fourth of the last five days Romney will spend campaigning in this industrial, Midwestern state ? with 18 electoral votes, it's critical to his hopes of winning the White House. His campaign swing comes as he and Republicans criticize Obama for the handling of the terrorist attack on the U.S. Consulate in Benghazi, Libya.

Romney accused Vice President Joe Biden of "doubling down on denial" concerning security at the diplomatic post where the U.S. ambassador and three other Americans were killed. During the vice presidential debate Thursday, Biden said "we weren't told" about the Benghazi consulate's requests for additional security. Although a State Department official told Congress on Wednesday about the requests, the White House said Friday that Biden was speaking just for himself and for the president.

"The vice president directly contradicted the sworn testimony of State Department officials," said Romney, who was eager to stoke a controversy that has flared periodically since the attack. "American citizens have a right to know just what's going on. And we're going to find out."

Romney spent nearly four hours Saturday morning at a hotel outside Columbus preparing for Tuesday's debate showdown with Obama in Hempstead, N.Y. He returns to Massachusetts in the evening but first makes two campaign stops in Ohio.

After his widely panned performance in the first presidential debate, polls show Obama still holds a slim edge in Ohio. The state is crucial for Romney because his path to winning the 270 electoral college votes he needs is far narrower if he can't win Ohio. Losing here would mean he'd have to win almost all of the other up-for-grabs battleground states.

Obama was in Ohio this week, too, but he was spending the weekend in Williamsburg, Va., preparing for the debate. The president has acknowledged he needs to turn in a stronger performance when the two meet again.

Obama and top aides plan hours of practice sessions ahead of the town hall-style event, including some mock exchanges with Sen. John Kerry, D-Mass., who is playing the role of Romney.

Campaign officials sought to keep details of Obama's preparations secret. But they said the president was working on being more aggressive in responding to Romney and calling the Republican out on issues as well as pointing out what they maintain are Romney's true positions.

While Obama has no public events planned in Virginia over the next three days, his mere presence in the state will drive some local news coverage. And he may make unscheduled visits in the Williamsburg area.

The president practiced for the first debate in Nevada, another battleground state.

Rock and Roll Hall of Famer Bruce Springsteen will join former President Bill Clinton at an Obama rally in Parma, Ohio, on Thursday, two days after the second presidential debate. Obama will not attend the rally. Springsteen also plans a second, separate campaign event that day.

Springsteen campaigned for Obama in 2008, but this is his first political appearance of the 2012 cycle. Clinton and Springsteen's joint appearance in Ohio underscores the importance of the key swing state. Polls show Obama with a slight lead there over Mitt Romney.

VP debate tees up closing issues for Romney, Obama

DANVILLE, Ky. (AP) ? In a spirited debate that laid out stark choices, Joe Biden and Paul Ryan teed up pointed arguments on the economy, social policy and America's place in the world that President Barack Obama and GOP rival Mitt Romney now will drive forward into the campaign's final stretch.

With just 25 days to go in Campaign 2012 and throngs of people already voting, Obama and Romney will try to answer two questions that their running mates posed to the tens of millions of Americans who watched Thursday's hard-fought, 90-minute debate.

"Who do you trust?" Biden asked.

"Wouldn't it be nice to have a job-creator in the White House?" asked Ryan.

Biden, eager to make up for the president's lackluster performance in his first debate with Romney, played the aggressor throughout. And the president gave his running mate a quick thumbs up for delivering with the energy and feeling that he did not.

"His passion for making sure that the economy grows for the middle class came through so I'm really proud of him," Obama said after watching the debate aboard Air Force One on the way home after a day of campaigning in battleground Florida.

Ryan came back at the vice president with harsh talking points, a flurry of statistics and a sharp economic warning: In another Obama term, he said, "Watch out, middle class, the tax bill's coming to you."

Romney, who watched the debate at the end of a campaign day in North Carolina, got on the phone to Ryan immediately afterward to congratulate his running mate.

Now attention shifts to the two remaining debates between Obama and Romney: Tuesday's "town hall" style faceoff in Hempstead, N.Y., and a final showdown, over foreign policy, on Oct. 22 in Boca Raton, Fla.

And the campaigns get right back into the thick of it on Friday, looking for ways large and small to shift more voters their direction in the small number of states whose electoral votes are still up for grabs: Colorado, Florida, Iowa, Ohio, New Hampshire, Nevada, North Carolina, Virginia and Wisconsin.

Look for Romney in Virginia and then linking up with Ryan in Ohio. Biden and wife Jill will woo young voters at the University of Wisconsin-La Crosse. Obama will spend a rare day in Washington, preparing for the next two debates and taking campaign contest winners out to eat.

With so little time left in the countdown to Nov. 6, "every day, every hour counts," said Rahm Emanuel, the Chicago mayor who served as Obama's first White House chief of staff. "Everything counts."

The president has set aside a serious chunk of time for preparation after being faulted for underestimating the importance of his first debate with Romney. He'll be hunkered down in Williamsburg, Va., from Saturday until Tuesday rehearsing, with Sen. John Kerry, D-Mass, acting as a proxy for Romney.

Romney's return to Ohio this weekend signals the importance of a state seen by both sides as the decisive to the whole election. Obama holds the edge there.

Obama had to hope that Biden's solid showing on Thursday was enough to shift a campaign dynamic that has had the momentum moving Romney's way since the first debate. Romney, for his part, had to hope that Ryan's performance would keep up the good karma for the GOP.

The running mates clearly sensed that the stakes were higher than usual for their faceoff, and both played hardball throughout, frequently interrupting one another and challenging one another's assertions.

On television's split screens, Biden's body language ? a montage of pained smiles, winces, head shakes and eye rolls ? often screamed incredulity when Ryan was speaking.

"I know you're under a lot of duress to make up for lost ground," Ryan shot back at Biden at one point, "but I think people would be better served if we don't keep interrupting each other."

In one of the night's lighter moments, Ryan helpfully provided a translation of one of Biden's putdowns.

"This is a bunch of stuff," Biden said of Ryan's dismissive characterization of the president's Iran policy.

"What does that mean, a bunch of stuff?" asked moderater Martha Raddatz of ABC News.

"It's Irish," Ryan offered.

"It is," Biden agreed, to laughter from the audience. "We Irish call it malarkey."

At another point, Ryan used Biden's own history of gaffes to explain away Romney's much-criticized comment dismissing the 47 percent of Americans who pay no taxes, a comment that Biden brought up repeatedly after Obama had failed to mention it in his debate.

"I think the vice president very well knows that sometimes the words don't come out of your mouth the right way," Ryan said.

There were spirited exchanges on taxes, abortion, Medicare, Libya, and more. It may not have broken new ground, but the conversation gave viewers a clear illustration of the sharp choices before them come Election Day.

"In case you haven't noticed, we have strong disagreements," Biden said in his closing statement. And then he distilled the Democrats' campaign pitch into a simple bid to give anxious Americans "a little bit of peace of mind."

Ryan then spoke of the "big choice" in this election, and argued that Obama had had his chance and failed.

"This is not what a real recovery looks like," he said. "You deserve better."

For all of the political back-and-forth that's transpired over the past two months, the race essentially stands where it was in August, before the two national political conventions, with the two candidates running about even in national polls.

There's been no shortage of drama in between: the revelation of Romney's caught-on-tape comment about the 47 percent, Biden's remark that the middle class has been "buried" in the past four years, Obama's weak showing in the first debate, the ongoing tussle over the administration's handling of the attack that left four Americans dead in Benghazi, Libya, and more.

With turnout critical, both campaigns are devoting considerable energy to ensuring that supporters are registered to vote and taking advantage of the early voting options that are available in many states. Nearly a million Americans have already voted.

The Democrats' month-long "gotta vote" bus tour will be in Milwaukee on Friday, just in time to rev up supporters for the opening of Wisconsin's early voting season on Monday.

And both sides are keeping up the push for campaign contributions to keep the battleground-state airwaves full of political ads. Within a few hours of the debate, Romney, Obama and Biden all were out with emails to their supporters, asking for more cash.

Politicians went pop culture this week, but many learned that sometimes it's best to leave Hollywood to the professionals.

President Obama headed west for a star-studded gala where big names like Jon Bon Jovi, Stevie Wonder, and Katy Perry -- who hands down bore the most colorful endorsement for the president -- served as his warm-up act.

"They just perform flawlessly, night after night. I can't always say the same," said Obama,?finally acknowledging what just about everyone else in America believes about his debate performance. But, doing it at a swanky Hollywood fundraiser? We call foul.

Romney got his own star turn this week, when?Buzz Bissinger,?the author of "Friday Night Lights," took to the web to endorse him.?But the GOP candidate went a step further, co-opting the pre-game chant from the hit Friday Night Lights TV show.

"There's a saying that I've found pretty compelling: Clear eyes, full heart, can't lose," he has said at recent rallies in Iowa and Ohio.

Former Nebraska Sen. Bob Kerrey knows a little something about Hollywood.?As Governor in the 80's he dated actress Debra Winger. While he is no longer one-half of a Hollywood couple, Kerrey is running for office again, for U.S. Senate.?And his friend Steve Martin put his home crafts skills to use to endorse him.

Given his standing in the polls, Kerrey needs more than some wadded paper to move into the lead.

Fisheries benefit from 400-year-old tradition

A new study by the Wildlife Conservation Society and James Cook University says that coral reefs in Aceh, Indonesia are benefiting from a decidedly low-tech, traditional management system that dates back to the 17th century.

Known as "Panglima Laot" ? the customary system focuses on social harmony and reducing conflict among communities over marine resources. According to the study, reefs benefitting from Panglima Laot contain as much eight time more fish and hard-coral cover due to mutually agreed upon gear restrictions especially prohibiting the use of nets.

The study, which appears in the October issue of the journal Oryx, is by Stuart Campbell, Rizya Ardiwijaya, Shinta Pardede, Tasrif Kartawijaya, Ahmad Mukmunin, Yudi Herdiana of the Wildlife Conservation Society; and Josh Cinner, Andrew Hoey, Morgan Pratchett, and Andrew Baird of James Cook University.

The authors say Panglima Laot has a number of design principles associated with successful fisheries management institutions. These include clearly defined membership rights, rules that limit resource use, the right of resource users to make, enforce and change the rules, and graduated sanctions and mechanisms for conflict resolution. These principles are the key to the ability of the institution to reduce conflict among communities, provide sustainable access to marine resources, and limit the destruction of marine habitats.

"No-take fishing areas can be impractical in regions where people rely heavily on reef fish for food," said the study's lead author Dr. Stuart Campbell of the Wildlife Conservation Society. "The guiding principle of Panglima Laot was successful in minimizing habitat degradation and maintaining fish biomass despite ongoing access to the fishery. Such mechanisms to reduce conflict are the key to success of marine resource management, particularly in settings which lack resources for enforcement."

However, the institution has not been uniformly successful. In particular, reef conditions in the adjacent island group of Pulau Aceh were poor possibly because of destructive fishing and poor coastal management. The precise causes of this breakdown of the Panglima Laot system are the focus of current research efforts in the region.

Other work by WCS and James Cook University suggests that fishers who are poorer and had lower levels of participation in resource management, had correspondingly lower levels of both trust in local institutions and involvement in community events. These groups subsequently felt less benefit from the customary PL system. In these places fishing is largely uncontrolled.

When the PL system is strong, and motivated by the aim of producing social harmony, restrictions on gear use by the Panglima Laot in Aceh have direct conservation benefits such as high coral cover and enhanced fish biomass.

Additional surveys over a wider geographical scale and over a longer period are required to reveal whether these findings also apply across larger scales and over time.
