West Nile virus spreading due to mosquitoes in orchards and vineyards, experts warn

Jan. 30, 2013 ? Washington State University researchers have linked orchards and vineyards with a greater prevalence of West Nile virus in mosquitoes and the insects' ability to spread the virus to birds, horses and people.

The finding, reported in the latest issue of the journal PLOS ONE, is the most finely scaled look at the interplay between land use and the virus's activity in key hosts. By giving a more detailed description of how the disease moves across the landscape, the study opens the door to management efforts that might bring the disease under control, says David Crowder, a WSU entomologist and the paper's lead author.

Since it was first seen in New York in 1999, West Nile virus has reached across the country and shown few signs of abating. Last year, the U.S. Centers for Disease Control had the highest number of reported cases -- 5,387, including 243 deaths -- since 2003.

Roughly one in five infected people experience a fever, headache, body aches and, in some cases, a skin rash and swollen lymph glands. One in 150 people can get a high fever, headache, neck stiffness, disorientation and neurological problems.

Most efforts to figure out the ecological workings of the virus have focused on reports of infected people, "a crude indicator at best," says Crowder. Almost all victims have no symptoms or are misdiagnosed, while others can be infected far from where they file a report, he says.

Agricultural areas have seen higher percentages of infected people, but that still does not get at the underlying mechanism.

"Is that because there are more birds there?" says Crowder. "Is that because there are more mosquitoes there? That hasn't really been linked together."

Crowder, working with fellow entomologist Jeb Owen, other WSU colleagues and the state Department of Health, merged data from a variety of sources, including West Nile infections in humans, horses and birds, surveys of virus-bearing mosquitoes, breeding bird surveys, and detailed land use maps and climate data from around the Northwest.

The researchers found that habitats with high instances of the disease in horses and birds also have significantly more mosquitoes -- as well as American robins and house sparrows, the two bird species implicated the most in the disease's transmission.

"These same habitats are also resulting in much higher rates of infection within mosquitoes themselves," said Crowder.

"We find that all three of these things -- abundances of house sparrows and American robins, abundance of mosquitoes and the actual prevalence of West Nile in mosquitoes -- are increasing in landscapes with a higher proportion of land in orchard habitats." These habitats, says Crowder, include both orchards and vineyards.

It's still unclear why the habitats would create such a perfect storm for the virus. The researchers speculate that mosquitoes are drawn to orchards for plant nectar during flowering, while robins and house sparrows use them for nesting and feeding. Together, the insects and birds become focal points for the disease.

MIDLAND CITY, Ala. (AP) ? A gunman holed up in a bunker with a 5-year-old hostage kept law officers at bay Wednesday in an all-night, all-day standoff that began when he killed a school bus driver and dragged the boy away, authorities said.

SWAT teams took up positions around the gunman's rural property and police negotiators tried to win the kindergartener's safe release.

The gunman, identified by neighbors as Jimmy Lee Dykes, a 65-year-old retired truck driver, was known around the neighborhood as a menacing figure who once beat a dog to death with a lead pipe, threatened to shoot children for setting foot on his property and patrolled his yard at night with a flashlight and a shotgun.

He had been scheduled to appear in court Wednesday morning to answer charges he shot at his neighbors in a dispute last month over a speed bump.

The standoff along a red dirt road began on Tuesday afternoon, after a gunman boarded a stopped school bus filled with children in the town of Midland City, population 2,300. Sheriff Wally Olson said the man shot the bus driver when he refused to hand over a 6-year-old child. The gunman then took the boy away.

"As far as we know there is no relation at all. He just wanted a child for a hostage situation," said Michael Senn, a pastor who helped comfort the traumatized children after the attack.

The bus driver, Charles Albert Poland Jr., 66, was hailed by locals as a hero who gave his life to protect 21 students.

The boy's classmates, their parents and other members of this small Bible Belt community gathered in several churches and held a candlelight vigil in the town square Wednesday evening to pray for Poland and for the boy's safety. Some in the square joined together to sing "Amazing Grace."

Authorities gave no details on the standoff, and it was unclear if Dykes made any demands from his underground bunker, which resembled a tornado shelter.

The sheriff said in a brief statement Wednesday evening that negotiators continued talking to the suspect and "at this time we have no reason to believe that the child has been harmed."

About 50 vehicles from federal, state and local agencies were clustered at the end of a dirt road near where Dykes lived in a small travel trailer. Nearby homes were evacuated after authorities found what was believed to be a bomb on his property.

State Rep. Steve Clouse, who met with authorities and visited the boy's family, said the bunker had food and electricity, and the youngster was watching TV. He said law enforcement authorities were communicating with the gunman, but he had no details on how.

At one point, authorities lowered medicine into the bunker for the boy after his captor agreed to it, Clouse said. The lawmaker said he did not know what the medicine was for or whether it was urgently needed.

Chris Voss, a former international kidnapping negotiator for the FBI, said negotiators at the scene should remain patient and calm, resisting the urge to force a quick resolution.

"Getting what you want is not the same as getting even," said Voss, whose firm, the Black Swan Group, now consults on high-stakes negotiations. "Flooding the zone will not save lives."

Mike and Patricia Smith, who live across the street from Dykes and whose two children were on the bus when the shooting happened, said their youngsters had a run-in with him about 10 months ago.

"My bulldogs got loose and went over there," Patricia Smith said. "The children went to get them. He threatened to shoot them if they came back."

"He's very paranoid," her husband said. "He goes around in his yard at night with a flashlight and shotgun."

Patricia Smith said her children told her what happened on the bus: Two other children had just been dropped off and the Smith children were next. Dykes stepped onto the bus and grabbed the door so the driver couldn't close it. Dykes told the driver he wanted two boys, 6 to 8 years old, without saying why.

According to Smith, Dykes started down the aisle of the bus and the driver put his arm out to block him. Dykes fired four shots at Poland with a handgun, Smith said.

"He did give his life, saving children," Mike Smith said.

Patricia Smith said her daughter, a high school senior, began corralling the other children and headed for the back of the bus while Dykes and the driver were arguing. Later, Smith's son ran inside his house, telling his mother: "The crazy man across the street shot the bus driver and Mr. Poland won't wake up."

Patricia Smith ran over to the bus and saw the driver slumped over in his seat. Her daughter used another child's cellphone to call 911.

Another neighbor, Ronda Wilbur, said Dykes beat her 120-pound dog with a lead pipe for coming onto his side of the dirt road. The dog died a week later.

"He said his only regret was he didn't beat him to death all the way," Wilbur said. "If a man can kill a dog, and beat it with a lead pipe and brag about it, it's nothing until it's going to be people."

Dykes had been scheduled to appear in court Wednesday to face a charge of menacing some neighbors as they drove by his house weeks ago. Claudia Davis said he yelled and fired shots at her, her son and her baby grandson over damage Dykes claimed their pickup truck did to a makeshift speed bump in the dirt road. No one was hurt.

"Before this happened, I would see him at several places and he would just stare a hole through me," Davis said. "On Monday I saw him at a laundromat and he seen me when I was getting in my truck, and he just stared and stared and stared at me."

Ants' behavior leads to research method for optimizing product development time, costs

Jan. 29, 2013 ? Trying to find just the right balance of time spent in meetings and time performing tasks is a tough problem for managers, but a Wayne State University researcher believes the behavior of ants may provide a useful lesson on how to do it.

Using computer simulations derived from the characteristics of ants seeking food, Kai Yang, Ph.D., professor of industrial and systems engineering in the College of Engineering, has developed a mathematical model-based methodology to estimate the optimal amount of time spent to develop a product, as well as the cost, in overlapped product development. It is the latest in a series of projects he has worked on for Siemens North America.

"Non-discrete Ant Colony Optimisation (NdACO) to Optimise the Development Cycle Time and Cost in Overlapped Product Development," published recently in the International Journal of Production Research, utilizes the concept of concurrent engineering (CE), a systematic approach to product development based on parallel execution of tasks. The approach integrates several functions to reduce the development time and cost of a product while maintaining its quality. Co-authors include Satish Tyagi, Wayne State research assistant, and Anoop Verma, Ph.D., of the University of Iowa.

In CE, cross-functional teams communicate through several meetings, some before the beginning of project, categorized as precommunication, and some during execution of the project, called communication policy.

Because significant cost is incurred through those meetings, Yang said, it is necessary to investigate the cost-time trade-offs involved in the concurrent product development process to enhance work performance. Otherwise, applying the process can result in a larger number of iterations, or rework, adding to both time and cost.

"Currently, there is a lack of communication flow within organizations due to their large size, time differences, etc.," Yang said. "Therefore, the amount of precommunication and communication policy and the extent of overlapping stages should be meticulously determined to achieve the desired goals."

As product development moves forward, lack of communication from upstream decision-makers to downstream workers can leave the latter to operate without the latest available information to complete their task efficiently, he said.

Researchers studying ants' food-foraging behavior have noticed that changes in the pheromone trails left behind by the insects communicate the best ways for those that come after them to proceed. That led to the development of ant colony optimization (ACO) models, which Yang and his team are using.

Researchers believe their simulation model could reduce product definition time by as much as 50 percent, and lead to best practices that improve critical thinking and remove communication barriers. Such practices can be applied to large-sector manufacturing, health care and service companies, Yang said.

Senate confirms Kerry nomination for State Dept.

WASHINGTON (AP) ? The Senate overwhelmingly confirmed President Barack Obama's choice of five-term Sen. John Kerry to be secretary of state, with Republicans and Democrats praising him as the ideal successor to Hillary Rodham Clinton.

The vote Tuesday was 94-3. One senator ? Kerry ? voted present and accepted congratulations from colleagues on the Senate floor. The roll call came just hours after the Senate Foreign Relations Committee unanimously approved the man who has led the panel for the past four years.

No date has been set for Kerry's swearing-in, but in a letter to Massachusetts Gov. Deval Patrick, Kerry says his resignation is effective at 4 p.m. Friday. The State Departments plans a welcoming ceremony for Kerry on Monday.

Obama tapped Kerry, 69, the son of a diplomat, decorated Vietnam veteran and 2004 Democratic presidential candidate, to succeed Clinton, who is stepping down after four years. The Massachusetts Democrat, who had pined for the job but was passed over in 2009, has served as Obama's unofficial envoy, smoothing fractious ties with Afghanistan and Pakistan.

"Sen. Kerry will need no introduction to the world's political and military leaders and will begin Day One fully conversant not only with the intricacies of U.S. foreign policy, but able to act on a multitude of international stages," said Sen. Bob Menendez, D-N.J., who will succeed Kerry as committee chairman.

Sen. Bob Corker of Tennessee, the panel's top Republican, called Kerry "a realist" who will deal with unrest in Egypt, civil war in Syria, the threat of al-Qaida-linked groups in Africa and Iran's pursuit of nuclear weapons.

Kerry, a forceful proponent of climate change legislation, also will have a say in whether the United States moves ahead on the Keystone XL pipeline from Canada, a divisive issue that has roiled environmentalists.

Obama had nominated Kerry after Susan Rice, the U.S. ambassador to the United Nations, removed her name from consideration following criticism from Republicans over her initial comments about the attacks on the U.S. Consulate in Benghazi, Libya.

Voting against Kerry were three Republicans ? Jim Inhofe of Oklahoma and John Cornyn and Ted Cruz of Texas. Absent from the vote were Sens. Patty Murray, D-Wash., and John Hoeven, R-N.D.

"Sen. Kerry has a long history of liberal positions that are not consistent with a majority of Texans," Cornyn said in a statement. The senator is up for re-election next year and could face a tea party challenge.

Kerry's smooth path to the nation's top diplomatic job stands in stark contrast to the harsher treatment for Obama's other national security nominees ? Chuck Hagel to be defense secretary and John Brennan to be CIA director.

Hagel, the former two-term Republican senator from Nebraska, faces strong opposition from some of his onetime GOP colleagues who question his support for reductions in the nuclear arsenal and cuts in defense spending. Lawmakers also have questioned whether he is sufficiently supportive of Israel and strongly opposed to any outreach to Iran.

Democrats have rallied for Hagel, and he has the announced support of at least a dozen members in advance of his confirmation hearing on Thursday. Sen. Thad Cochran of Mississippi will support Hagel, a spokesman said Tuesday, making him the first Republican to signal he will vote for the nomination.

Six Republicans have said they would vote against him, with some opposing Obama's choice even before the president's announcement.

Brennan faces questions from the GOP about White House leaks of classified information and from Democrats about the administration's use of drones.

Sen. Lindsey Graham, R-S.C., threatened to block the nomination of both men until he gets more answers from the Obama administration about the assault on the U.S. diplomatic mission in Libya that killed Ambassador Chris Stevens and three other Americans.

Graham, who earlier this month signaled he would delay Brennan's pick, said in an interview Monday night with Fox News' "On the Record" the he would "absolutely" block Hagel unless Defense Secretary Leon Panetta testifies about the attack in Benghazi, Libya.

Clinton testified for more than five hours last Wednesday before the House and Senate, but that wasn't sufficient for Graham.

"Hillary Clinton got away with murder, in my view," he said. "She said they had a clear-eyed view of the threats. How could you have a clear-eyed of the threats in Benghazi when you didn't know about the ambassador's cable coming back from Libya?"

Senate Armed Services Committee Chairman Carl Levin, D-Mich., told reporters Tuesday that a hearing with Panetta on Libya is planned though the date is uncertain. Graham welcomed that news and said he would not thwart a committee vote on the nomination.

"Happy as a clam. News to me," said Graham, who met with Hagel for 20 minutes on Tuesday.

Pentagon spokesman George Little said Panetta had not responded yet to the request but that the department has been forthcoming with information. He insisted that the Hagel confirmation process move as quickly as possible.

Two former chairmen of the committee ? Democrat Sam Nunn of Georgia and Republican John Warner of Virginia ? plan to introduce Hagel, according to officials close to the confirmation process. They spoke on condition of anonymity because the committee has not formally made an announcement.

As a White House emissary, Kerry has tamped down diplomatic fires for Obama. He also has stepped ahead of the administration on a handful of crises. He joined Sen. John McCain, R-Ariz., as an early proponent of a more aggressive policy toward Libya, pushing for using military forces to impose a "no-fly zone" over Libya as Moammar Gadhafi's forces killed rebels and other citizens. He was one of the early voices calling for Egyptian President Hosni Mubarak to step down as revolution roiled the nation two years ago.

During his tenure, Kerry has pushed for reducing the number of nuclear weapons, shepherding a U.S.-Russia treaty through the Senate in December 2010, and has cast climate change as a national security threat, joining forces with Republicans on legislation that faced too many obstacles to win congressional passage.

He has led delegations to Syria and met a few times with President Bashar Assad, now a pariah in U.S. eyes after months of civil war and bloodshed as the government looks to put down a people's rebellion. Figuring out an end-game for the Middle East country would demand all of Kerry's skills.

The selection of Kerry closes a political circle with Obama. In 2004, it was White House hopeful Kerry who asked a largely unknown Illinois state senator to deliver the keynote address at the Democratic convention in Boston, handing the national stage to Obama. Kerry lost that election to President George W. Bush. Four years later, Obama was the White House hopeful who succeeded where Kerry had failed.

Android-powered Vertu Constellation Ti leaked all over, just needs a diamond-studded price tag (updated)

Shortly after the latest rumor that Vertu's prepping its first-ever Android-based device, eagle-eyed Blog of Mobile delivered further evidence to support the claim, and it even managed to dig out what claims to be product shots of said phone. First of all, the name "Ti" and model number "RM-828V" are spotted across Bluetooth SIG, GLBenchmark and telecom regulator databases in Singapore and Macau. Having scanned through these pages we now know that the Ti will come with Android 4.0.4, an 800 x 480 display, a 1.5GHz processor, Bluetooth 4.0 and NFC. Blog of Mobile added that it's a Snapdragon MSM8260A SoC with WCDMA 850/900/1700/1900/2100 radio, accompanied by a rather lame 1,250mAh battery. Bluetooth SIG's page provided the following design description of the device:

"VERTU Ti possesses the classic Vertu design DNA and characteristics - strong, unique & distinctive. The design and craftsmanship positions VERTU Ti alongside other iconic products in the luxury market."

If the above images are authentic then the Ti does indeed maintain the classic Vertu look. The only real changes we can see so far are the three new physical keys -- presumably "Back," "Home" and "Recent apps" for Android. If all goes well, we should see this wallet-busting gadget at MWC next month, so start saving up now.

Update: Russian retailer spblux.ru lists four variants of the Ti or, as the site calls it, the Constellation Ti: "Titanium Black PVD black leather," "Titanium Black Alligator," "Red Gold Mixed Metal" and "Titanium Black Leather." Interestingly, the red gold version has a search button instead of "Recent apps," but we guess that was an earlier design. Police in New Mexico found an 8-year-old girl locked in a cage in a darkened mobile home, authorities said on Tuesday, adding that they charged the girl's adoptive mother, who had gone to the movies, with child abuse.

Cindy Patriarchias, 33, and her boyfriend, Edmond Gonzales, 37, were arrested after police found the caged girl on Friday evening, Las Cruces Police Department spokesman Dan Trujillo said.

He said police, acting on a tip from the woman's estranged husband, found the girl in the corner of a bedroom locked inside the cage, about 4 feet high, slightly more than 2 feet wide and about 5 feet long.

The homemade wooden structure had two latches and a baby crib mattress on the floor, Trujillio said.

He said Patriarchias had been charged with one count of negligent child abuse while Gonzales was charged with one count of negligently permitting child abuse. Patriarchias was released on bond on Tuesday but her boyfriend was still being held Wednesday, authorities said.

The girl was seen by medical personnel but showed no visible signs of physical abuse. She apparently suffers from microcephaly, a condition in which the head or cranial capacity is abnormally small, Trujillo said.

He said detectives did not know why the girl was left locked in the cage. She and three of Patriarchias' other children had been placed in state custody, he said.

New Apple TV coming?

Apple looks to have an update to the Apple TV set-top box in the offing, with an FCC filing revealing that Apple's created a slightly smaller version of the little black box sporting a new model number ? A1469. And it is a tiny size difference ? 93.78 square mm versus the current version's 98 square mm.

Apple has also rolled out a software update for the Apple TV ? adding Bluetooth keyboard support, Up Next and iTunes in the Cloud ? that includes a previously-unseen "AppleTV3,2" model.

Meanwhile, tech blog AnandTech has revealed that the updated Apple TV will pack an A5X processor (as opposed to the current version's A5 processor) and a new single antenna setup.

While an updated Apple TV is no?Apple iTV television set, it's nice to know that Apple still has one eye on your living room TV.

Audit Blasts Texas Cancer Agency Over Transparency ? CBS Dallas ...

AUSTIN (AP) ? A troubled $3 billion cancer-fighting agency in Texas under criminal investigation must address ?significant issues? with accountability and transparency, according to a critical state audit obtained Monday by The Associated Press.

Auditors found that the Cancer Prevention and Research Institute of Texas could not produce records surrounding several lucrative taxpayer-funded grants. They also said the agency?s former executive director recommended three projects for funding even though scientific peer review councils failed to endorse the projects. That trio of applicants wound up receiving more than $56 million combined, according to the State Auditor?s Office.

?By not ensuring that all grant applications are properly evaluated and documented, CPRIT weakens its ability to ensure that its award decisions best align with the agency?s mission,? the report said.

State auditors had not yet officially released the 100-page report before copies began to trickle out Monday. But the audit had been eagerly anticipated by both Republican and Democratic lawmakers who have lined up to blast the beleaguered agency in recent weeks and demand sweeping reforms.

The audit is the latest black eye for CPRIT, which has been in upheaval for much of the past year. The agency was a darling of the scientific community and some of the nation?s biggest advocacy groups after launching in 2009 as an unprecedented cancer-fighting effort on the state level. The agency oversees the nation?s second-largest pot of cancer research dollars, next to only the federal National Institutes of health.

That money is now frozen, as CPRIT is under a moratorium following revelations of improperly awarded grants that have drawn the attention of Texas prosecutors. The agency?s top three executives have all resigned in the past nine months.

Among the new revelations in Monday?s report was CPRIT failing to produce documentation from scientific peer reviewers in support of a $25 million statewide clinical trial network ? the largest single award in the agency?s history.

The Clinical Trials Network of Texas also did not receive matching funds from other investors as required, auditors said. The same was true of at the time the agency awarded $11 million to Dallas-based Peloton Therapeutics, which also never had its funding application independently reviewed.

CPRIT is also beset by appearances of conflicts of interest. Auditors found that former executive director Bill Gimson, former chief scientific officer Alfred Gilman and two members of the commercialization review council had ?business and professional relationships? with grant recipients.

CPRIT management generally agreed with the recommendations in this report, auditors said.

Study Bolsters Quantum Vibration Scent Theory

How does the sense of smell work? Today two competing camps of scientists are at war over this very question. And the more controversial theory has just received important new experimental confirmation.

At issue is whether our noses use delicate quantum mechanisms for sensing the vibrations of odor molecules (aka odorants). Does the nose, in other words, read off the chemical makeup of a mystery odorant?say, a waft of perfume or the aroma of wilted lettuce?by ?ringing? it like a bell? Chemistry and forensics labs do this all the time with spectrometers?machines that bounce infrared light off mystery materials to reveal the telltale vibrations that the light provokes. Olfaction might, according to the vibration theory of smell, do the same using tiny currents of electrons instead of infrared photons (see previous coverage of the vibration theory here).

The predominant theory of smell today says: No way. The millions of different odorants in the world are a little more like puzzle pieces, it suggests. And our noses contain scores of different kinds of receptors that each prefer to bind with specific types of pieces. So a receptor that is set to bind to a molecule called limonene sends a signal to our brains when it finds that compound, and that's one of the cues behind the smell of citrus. Likewise that same receptor wouldn't bind to hydrogen sulfide?which smells of rotten eggs.

So, the promoters of the standard theory say, the familiar chemical interactions between receptor and odorant are all that's needed to explain olfaction. No fancy quantum vibration theory is necessary.

Yet here's a twist: odorant molecules typically contain many hydrogen atoms. And hydrogen comes in multiple forms, each very chemically similar to the others. But those different isotopes of hydrogen do strongly affect how a molecule vibrates. So deuterium, containing a hydrogen nucleus that has both a proton and a neutron (as opposed to plain-old-hydrogen that has just a proton), might help scientists discriminate between the proposed vibration and standard chemical binding theories of olfaction.

According to new research published today in PLoS ONE, human noses can sniff out the presence of at least some kinds of deuterium. Specifically, experimenters found regular musk molecules smelled different from ones that contain deuterium. "Deuterated" musks, says researcher Luca Turin of the Alexander Fleming Biomedical Sciences Research Center in Greece, lose much of their musky odor and instead contain overtones of burnt candle wax.

The finding represents a victory for the vibration theory, Turin says. And, he adds, it makes some sense, when you consider the purpose of our olfactory ability?whatever its mechanism is. The natural world contains millions of types of molecules. Some are good for us, and some are bad. The nose helps to distinguish one from the other. "Olfaction is trying to be like an analytical chemist," Turin says. "It's trying to identify unknowns." Chemists identify unknowns using spectrometers. Olfactory receptors, according to the vibration theory, act like little wetware spectrometers.

Adding to Turin's quiver is a 2011 finding in Proceedings of the National Academy of Sciences indicating that drosophila flies, too, can smell the difference between a molecule called acetophenone (which to humans smells sweet) and its deuterated cousin.

That?s all well and good, says Eric Block, professor of chemistry at the University at Albany in New York State. But, he says, it hardly proves the vibration theory, which faces some contrary evidence. For one, he points out that Turin once claimed humans, like drosophilia, could sniff out a deuterated version of the molecule acetophenone from the regular stuff, yet in 2004 Nature Neuroscience published a contrary claim, that human noses can't smell the presence of deuterium in acetophenone (Scientific American is part of Nature Publishing Group). And, Turin himself says in his new paper that he has confirmed the negative 2004 finding, although he thinks he has an explanation for the failure: deuterated acetophenone has relatively few deuteriums in it and thus may generate a weak vibrational signal that is too weak for humans to detect. Block says Turin can't have it both ways: either noses can smell deuterium or they can't.

Obama asks police to help pass gun legislation

WASHINGTON (AP) -- President Barack Obama on Monday turned to law enforcement leaders in three communities with mass shootings for help in getting Congress to pass tough new gun legislation.

At a White House meeting, Obama said that no group is more important in the gun debate and he said he recognizes the issue "elicits a lot of passion all across the country." But Obama also said he believes Congress will respond to appeals from police.

"Hopefully if law enforcement officials who are dealing with this stuff every single day can come to some basic consensus in terms of steps that we need to take," he said, "Congress is going to be paying attention to them, and we'll be able to make progress."

The president's meeting comes as he tries to build support for gun control legislation that will be difficult to get through Congress. He urged Congress to pass an assault weapons ban, limit high capacity magazines and require universal background checks.

Obama met in the Roosevelt Room with the heads of the Major Cities Chiefs Association and the Major County Sheriffs Association, members of his Cabinet and chiefs that responded to the worst shootings of 2012. That includes Aurora, Colo., where 12 were killed in July; Oak Creek, Wis., where six died in a Sikh temple assault: and Newtown, Conn., scene of the most recent mass tragedy that left 20 first-graders dead.

Obama also said that Washington needs to take mental health issues and school safety more seriously and should help law enforcement agencies hire more police, make sure they get the training they need and give rural forces the resources they need to deal with emergencies.

"Many of them also recognize that it's not only the high profile mass shootings that are of concern here," the president said. "It's also what happens on a day in day out basis in places like Chicago or Philadelphia where young people are victims of gun violence every single day."

Vegetarian Chili Recipe - Good Food Life

This healthy alternative chili will make you wonder why we ever put meat in chili to begin with. Take the time to start with dry beans and soak them overnight; the difference is definitely noticeable. Serve with tortilla chips and garnished with cilantro and sour cream.

Ingredients

• 1/2 lb dry black beans, soaked overnight in cool water
• 2 Poblano peppers, roasted in oven
• 1 oz olive oil
• 1 large onion, chopped
• 1 green bell pepper, seeded, chopped
• 1 red or yellow bell pepper, seeded, chopped
• 3 cloves garlic, minced
• 1 chipotle chili in adobo sauce, chopped
• 1/2 Tbsp ground cumin
• 1 Tbsp chili powder
• 1/2 tsp ground coriander
• 1 pinch ground cinnamon
• 1 Tbsp tomato paste
• 3 oz white wine
• 2 cups vegetable stock
• 1 large or 2 medium tomatoes, seeded, chopped
• Salt and freshly ground pepper, as needed
• Optional thickener: 1 Tbsp masa harina, (or pulse corn meal in a dry blender until very fine like corn flour), diluted with vegetable stock to make a slurry;

Instructions

1. Preheat the oven to 375? F.
2. Put beans in large pot and just cover with cold water. Add a little salt and bring to a simmer. Let cook, covered for 1 to 1-1/2 hours until tender. Drain well.
3. Place roasted Poblanos in a plastic bag for about 5 minutes to loosen skin. Slip skin off peppers, then seed and chop.
4. Heat olive oil in large saucepan over medium-high heat. Add onions, peppers, garlic, chipotle, and Poblanos and saut? until aromatic and just starting to turn brown. Add chili powder, cumin, coriander, and cinnamon and cook until fragrant. Add in tomato paste and cook for two minutes.
5. Add white wine and reduce by about 2/3. Add vegetable stock and tomatoes and bring to a simmer; cook gently for 8 to 10 minutes or until vegetables are tender. Add drained black beans and cook for a 5 more minutes.
6. Add masa harina or corn flour slurry, (if using to thicken). Bring back to a simmer and season with salt and pepper.
7. Serve hot with a garnish of sour cream, cilantro, and shredded jack cheese, or freshly made guacamole.

20 detained at Moscow rally against anti-gay bill

MOSCOW (AP) ? Russian police detained 20 gay rights campaigners and militant Orthodox Christian activists Friday near the country's parliament as it overwhelmingly backed a bill that would ban "homosexual propaganda."

Russia's State Duma, the lower house of parliament, voted 388-1-1 for the law that makes public events and dissemination of information on the lesbian, gay, bisexual and transgender, or LGBT, community to minors punishable by fines of up to $16,000. After two more readings, the bill will have to be signed by President Vladimir Putin.

Earlier Friday, three dozen LGBT rights campaigners gathered near the State Duma to protest the law, while militant Orthodox activists started assaulting and pelting them with eggs. Police intervened, but mostly detained the LGBT campaigners.

At a similar rally Tuesday, Orthodox activists violently assaulted and beat up LGBT campaigners, who had gathered to kiss each other in protest against the planned legislation.

Russia decriminalized homosexuality in 1993, but homophobia remains high in the country. Authorities often ban gay rallies and parades.

Those behind the bill say minors need to be protected from "homosexual propaganda" because they are unable to evaluate the information critically.

"This propaganda goes through the mass media and public events that propagate homosexuality as normal behavior," the bill reads.

The bill has been hailed by public figures and Russia's dominant Orthodox church. It is widely seen as part of an official drive to promote traditional Russian values as opposed to Western liberalism, which the Kremlin and church see as corrupting the youth and by extension contributing to a wave of protest against Putin's rule.

Some lawmakers and public figures have accused gays of contributing to the fall in Russia's already low birth rates, and have argued that they should be barred from government jobs, undergo forced medical treatment or be exiled.

An executive with a government-run television network said in a nationally televised talk show that gays should be prohibited from donating blood, sperm and organs for transplants, and that their hearts should be burned or buried after death.

According to opinion polls last year by the respected Levada Center, almost two thirds of Russians find homosexuality "morally unacceptable and worth condemning." And about half were found to be against gay rallies and same-sex marriage, while almost a third thought homosexuality is the result of "a sickness or a psychological trauma."

Clashes in Egypt on eve of uprising anniversary

CAIRO (AP) ? Egyptian riot police fired tear gas and clashed Thursday with dozens of protesters as they tried to tear down a cement wall built to prevent demonstrators from reaching the parliament and the Cabinet building in central Cairo.

The violence came on the eve of the second anniversary of Egypt's uprising that toppled longtime authoritarian President Hosni Mubarak. Three weeks of mass protests that erupted on Jan. 25, 2011, eventually forced Mubarak out of office.

Since then, Egypt underwent a tumultuous transition under the interim leadership of military generals until the election last June of Mohammed Morsi of the Muslim Brotherhood group. His first six months in office were marked by political tensions, street clashes, and an economic crunch that sapped his popularity.

Thursday's clashes may foreshadow a violent anniversary on Friday, when youth activists and opposition groups have called for large rallies in Cairo's Tahrir Square and in front of the presidential palace in the upscale Heliopolis suburb.

The opposition has demanded a suspension or radical changes to be made Egypt's newly adopted constitution, which an Islamist-dominated constituent assembly drafted amid deep polarization and mass street protests.

The constitution, which many Egyptians see as a detrimental to civil liberties and a precursor to a religious state, passed with a 64 percent "yes" vote in a December referendum in which around 33 percent of voters took part.

In an online video message posted on Thursday, the nation's most prominent opposition leader Mohamed ElBaradei urged Egyptians to rally in the streets but warned that change will take time.

"I demand from each one of you, all across Egypt, to prove that the revolution must continue and much be completed," said ElBaradei, a Nobel Peace Prize laureate and former head of the U.N. nuclear agency in the message.

"Egyptians rose up for the sake of freedom, dignity and social justice," he said. "We must not stop until we see all the demands achieved. It will take time but we have to put ourselves on the right path."

The opposition wants to use the occasion to put pressure on Morsi and the Muslim Brotherhood, who secular and liberal Egyptians accuse of trying to monopolize power.

Meanwhile, the Brotherhood and other Islamist parties announced they will stay away from the streets on Friday's anniversary and warned the opposition against instigating violence. However, a Brotherhood member said that orders were given for supporters to rally at a mosque located near the presidency. He spoke on condition of anonymity because of the sensitivity of the issue.

Egypt witnessed some of its worst street clashes on Dec. 4, when supporters of the Muslim Brotherhood clamped down on tents and protesters holding a sit-in in front of the presidential palace. Clashes ended with 10 dead and hundreds injured on the two sides.

The Brotherhood said it would mark the anniversary by planting a million trees in a campaign entitled "Let's build Egypt."

In a statement posted on the group's official website, its leader, Mohammed Badie, advised Muslims to "watch their enemies," invoking challenges the Prophet Muhammad faced while founding a new state in the holy city of Medina in the 7th Century.

Commemorating the prophet's birthday, a national holiday, Badie said Muhammad faced "hypocrites, filled with hatred and envy for the emerging group."

Azeri police restore order after breaking up protest

BAKU (Reuters) - Azeri police used tear gas and water cannon on Thursday to disperse hundreds of protesters demanding the resignation of a regional leader, after cars were torched and a hotel set ablaze in a night of rioting.

Nizami Alekperov, Ismailli regional governor, has defied the protesters' demands but complaints about wages, unemployment and oppressive government in the oil-producer may send a worrying signal to President Ilham Aliyev in an election year.

Reuters television footage showed at least one building on fire and the burning carcasses of vehicles set ablaze by up to 3,000 rioters on Wednesday night in the town of Ismailli, 200 km (125 miles) northwest of Baku.

Witnesses said hundreds of protesters surrounded the governor's residence on Thursday, shaking their fists and chanting "Resignation! Resignation!"

"We are tired of unemployment, poverty and an atmosphere of fear," one protester, who declined to be identified, told the Azeri Turan news agency.

Turan quoted witnesses as saying the protests ended only after tear gas and water cannon were used.

Police, who brought in reinforcements to deal with the demonstration, said some of their number and some protesters were injured.

Residents of Ismailli have complained for years about corruption, an overbearing local government, and an increasing divide between rich and poor.

Young Azeri opposition activists spread a message via Facebook on Thursday calling for a Baku protest in support of Ismailli residents on Friday.

Police usually move in swiftly to quash protests which are rare outside of Baku, capital of the U.S. ally nation located on the Caspian Sea between Russia and Iran.

BRAWL SPIRALS

The former Soviet republic supplies oil and gas to Europe and serves as a transit hub for U.S. troops based in Afghanistan - a role its critics say limits Western powers' willingness to sanction Azerbaijan for human rights abuses.

The Ismailli riot started as a brawl involving a local hotel owner who crashed his car, and rapidly spiraled into a riot involving up to 3,000 people, according to a Reuters witness and Turan.

The rioters mobbed the driver's hotel, setting fire to it and torching cars in the courtyard, before moving to the home of Alekperov's son, where a car and two motorcycles were set ablaze.

Speaking to journalists, Alekperov said he would not step down.

"I won't resign on the demands of five or 10 people ... It's inadmissible to make a political conflict out of a car accident and a quarrel between two people," Alekperov told reporters.

Restaurant Review: T-REX at Downtown Disney | The Disney Blog

While in Downtown Disney Orlando this past summer we could not resist the urge to pay a visit to the T-REX Restaurant and Shop. As we walked in we were greeted by the coolness in the air which we welcomed since it was so very hot outside. The first thing we noticed was this enormous and almost life like T-Rex towering over us. To the right a place to shop for all your Prehistoric needs and to the left was the restaurant a.k.a archaeological dig site filled with small, large and extra large animatronic and audio-animatronic creatures.

We were seated right away and attended to almost instantly. Trying to take in our surroundings time seemed to just escape us. We looked over the menus and although there were plenty of choices I was not overwhelmed by them. There is something in the menu for everybody from Spare ribs, Chicken and Pasta to Burgers and Seafood. For the future little paleontologist in your group there is a kids menu of course, it includes various choices like Pizza, Pasta, Sliders, Popcorn shrimp and even Dinosaur shaped chicken.

The food took an unusually long time to get to our table and at first we didn?t even notice since we were so busy exploring and taking pictures. Plus there is a magnificent meteor shower that takes places every 20 minutes. The visual feast we were enjoying did not prepare us for what was to come. Once the food arrived I was shocked to see the massive portions. I ordered the Mega Mess-O-Bones from the Carnivore section of the menu. They are St. Louis style pork spareribs in BBQ sauce and your choice of side. My husband ordered the Jurassic Shrimp Skewers consisting of grilled shrimp with red bell peppers, zucchini and onions served over Raptor rice with mango fruit salsa and lemon butter sauce. I?m not a seafood fan but his dish looked delicious! Our little one decided on the Cheese pizza and she loved it.

We loved our food, it was scrumptious. The presentation was spot on the theme it all just went together and it made our experience that much better. Besides all the delicious food the menu also contains some delicious treats, we opted for the Chocolate Extinction. It was a deliciously huge chocolate fudge cake served with ice cream, fudge and Butterfinger crumbs! Enough said.

We loved it here and to be honest I was surprised. I was expecting to have a great time but I did not think the food was going to be anything special. Considering the size of the restaurant, the portions and the number of people coming in, I thought the food quality would suffer for the sake of speed and quantity. Happy to say this was not the case. The price per dish is on the expensive side and can add up especially if you are with a larger group. The price is on point and what I expected to pay considering the quality of the meals. We viewed the experience as a bonus as opposed to other places where you might feel you are paying more for the experience than the food.

I would definitely recommend anyone to visit T-REX at least once. Don?t let the price discourage you from coming, there are meal plans you can sign up for , share a plate since the portions allow for it and you definitely do not have to opt out some of the upgrades to cut down on cost.

NY dad forgets baby in car for 8 hours on cold day

COLONIE, N.Y. (AP) ? Authorities say a New York man who left his 1-year-old son in his car for eight hours in frigid weather only realized his mistake after a call from his wife.

Police in the Albany suburb of Colonie say the man forgot to drop off his son at day care and left the child strapped in the back seat of the car when he parked outside his office Thursday morning.

Officials say the man received a call from his wife at about 4 p.m. inquiring about their child. He called for an ambulance and the boy was checked out at a hospital and released. Police say the baby didn't suffer any injuries despite temperatures that didn't top 15 degrees.

Police said Friday they haven't determined if the father would be charged.
